STARLUX identifies stakeholders with reference to the AA1000 SES Stakeholder Engagement Standard 2015 and, based on past experience and industry characteristics, has selected eight categories of stakeholders: investors, employees, customers, partners (suppliers and contractors), government, media, industry associations, and non-profit organizations. STARLUX has established transparent and smooth communication channels to understand the issues of concern to each stakeholder, continuously improving to meet their expectations and needs.

  • The internal reporting system (iQSMS safety reporting system) provides a platform for reporting safety incidents. We adopt anonymity and data-driven management to ensure continuous tracking and improvement.
  • Convene three-level safety meeting quarterly: Safety implementation team meeting, safety operation coordination meeting and Safety Review Committee meeting are convened to continuously track reports and the execution of improvement measures, thereby ensuring the effective communication of safety information.

  • We irregularly organize strategy briefings and project visits to outline the Company’s medium to long-term route network deployment, cabin product upgrades, digital service optimization, and the introduction of new energy-efficient aircraft; in addition, we share our carbon reduction strategies and goals to strengthen customer confidence in the reliability of our flight services and the prospects for future cooperation. 
  • Immediately following the incident, an investigation is initiated and remedial measures are implemented, including optimization of on-site operational workflows, strengthening of employee security awareness, and incorporation of incident into security training materials, in order to proactively enhance security management.

  • Clearly define the handling mechanisms for suppliers classified to be “Under observation” and “Non-conforming,” requiring each unit to track service performance and maintain records of contact information to strengthen the supplier performance improvement mechanism.

  • Occupational safety and health management for contractors is conducted in accordance with the “Contractor Safety and Health Management Regulations,” with regular reviews performed to monitor contractors’ implementation of occupational safety and health.

  • In 2025, there were a total of 706 qualified suppliers; the evaluation result indicated the “Qualified” rate exceeding 99.8%.
  • Notably, there were no contractor-related occupational accidents in 2025.

  • In May 2025, the CEO signed the IATA Safety Leadership Charter, transforming safety leadership into corporate governance capital, thereby enhancing safety governance and performance management capabilities.
  • In 2025, STARLUX has launched the TNFD project to gradually integrate nature and biodiversity topics into the Company’s operations and key supplier assessment processes. This initiative is able to establish a foundation for identifying nature-related risks and opportunities and to complete the “Positioning” and “Evaluation” analyses of the Company’s own operations in accordance with the TNFD LEAP methodology. 
  • In support of sustainability, we have actively collaborated with the competent authorities on a Sustainable Aviation Fuel (SAF) trial program, in order to significantly reduce carbon emissions during flight through the use of low-carbon fuel.
  • Launched new routes: Taipei-Kobe, Shimojishima, Manila, Ontario, and Taichung-Kobe.

Note 2: Regarding the 2025 incidents involving improper aircraft go-around procedures and the subsequent voluntary resignations of two pilots, STARLUX provided an explanation during the shareholders meeting on June 13, 2025. The Company emphasized that it had addressed the aftermath with a responsible and cautious attitude, while conducting a thorough review and improvement of internal standard operating procedures and personnel competencies. In the future, STARLUX will continue to strengthen flight safety management and professional pilot training, in order to ensure aviation safety and uphold public trust.
